1. Rationale:
a. Describe the need or problem addressed by this activity.
(Indicate the customer, what benefits they will receive, and if possible, quantify the impact on the return on investment [ROI] if the Document is implemented.)

1) Background
Chipmaker and equipment provider wants to manage the hardware parts because accident is related to quality of product and uptime. If user can recognize that specific parts reach to the life time, user is able to prepare to change/replace/overall before accident occurred.
Most of semiconductor equipment provides count information, like processed wafer's count of specific module, and it is useful, and chipmakers are using the counter information.
The count methods of equipment companies were different because there was no standard so far.
User wants to manage the parts of module instead of process module, like switching valve and gate valve,
And also Chipmaker wants to manage this information through Factory Automation feature.

This can be applied to manage the PM (Preventive Maintenance) cycle of specific module and parts.
Equipment provider and Chipmaker can protect quality accident by defective parts, and they can schedule the Preventive Maintenance time of tool which they are in charge of.
And also user is able to control the counter more easily by using Factory Automation feature.

Others might use this to detect process faults.
Because the count information of specific parts sometimes means result of process in process time.

-This is a new SEMI-Standard for counter object and counter service.
