- Modify Table 2 to add Grades 3 and 4 with the specifications for those grades modeled on the guidelines in Tiers B and C.
- Remove Tiers B and C from Table 2.
- Discuss adding a Tier D.
- Add validated procedures in sections 10 and 11 for Grades 3 and 4.
-Modify section 7 based on new information.
