1. Rationale:
a. Describe the need or problem addressed by this activity.
(Indicate the customer, what benefits they will receive, and if possible, quantify the impact on the return on investment [ROI] if the Document is implemented.)
EDA Freeze Version is a combination of SEMI Standards to be applied together to substantiate successful implementation of the data collection. SEMI Standards in the combination are SEMI E120, SEMI E125, SEMI E132, SEMI E134 and SEMI E138.
Each of Standards in the combination has revisions and the revisions are identified by the publication month and year. Standards with appropriate revisions must be combined in order to implement the data collection successfully. Combination of inappropriate revisions of Standards may pose problem in the implementation.

With the above, appropriate combination of the revisions of Standards is required be defined in SEMI Standard, as EDA Freeze Version.

E132.1 section 10 has already defined Standard Session Group to express the EDA Freeze Version.
However, defining EDA Freeze Version is not within the Purpose and Scope of E132.1. (see E132.1 section 1 and 2) That is, the EDA Freeze Version has been defined in wrong place. Defining the EDA Freeze Version should be in the supervisory level of EDA Standards, and should not be in each component.

This activity develops the ballot to propose new Guide Standard for the EDA Freeze Version.

Today there are two internationally recognized EDA Freeze Versions. This Standard describe the 1105 Freeze Version and the 0710 Freeze Version.

NOTE: Although E132.1 has now definition of Standard Session Group for the EDA Freeze Version, this ballot is not intending to remove the definition. In the future, when agreed in the Global TC, it may be removed form E132.1 by another activity.
