a. Describe the need or problem addressed by this activity.

Defects and impurities on sapphire surface are difficult to describe geometrically and with appropriate terminology. Different parties have assigned different names to similar defects and this leads to sometimes severe confusion, in particular between suppliers and customers. A related effort in Si and in SiC community was found very helpful. Therefore a catalogue of features on sapphire wafer surface shall be generated.

7. Comments, Special Circumstances:
Decision to transfer this SNARF from NA HB-LED Chapter to the China HB-LED Chapter was requested during the NA Spring Meetings 2016. The China HB-LED Chapter accepted the request at the China Spring Standards Meetings. GCS approval was sent out on April 26, 2016. Vote was concluded on June 8, 2016 with majority of 3 out 4 votes approving the SNARF transfer.
