1. Rationale:
a. Describe the need or problem addressed by this activity.

Specifications for single crystal sapphire for manufacturing HB-LED wafers are not identical for sapphire wafers. At the moment, different parties demand different specifications in terms of crystal grades, physical, optical properties and defects, so leading to confusion and misunderstanding between crystal suppliers and customers. Therefore a standard on specifications for single crystal sapphire will benefit the entire HB-LED industry and other applications like optical covers and windows.
