1. Rationale:
a. Describe the need or problem addressed by this activity.
(Indicate the customer, what benefits they will receive, and if possible, quantify the impact on the return on investment [ROI] if the Document is implemented.)
Hydrogen content of PV polysilicon has an effect on the safety of casting process for polycrystalline silicon ingot and on the quality of polysilicon ingot. PV polysilicon may contain hydrogen because of hydrogen being used during the manufacture. The granular polycrystalline silicon produced by fluidized bed process, which has the properties of less investment and low productive cost, get more and more applications in casting polycrystalline silicon ingot. The granular polycrystalline silicon may contain hydrogen because of hydrogen being reduction incompletely during the process. So it is necessary to control the hydrogen content in PV polysilicon especially in the granular polycrystalline silicon produced by fluidized bed process for both manufacturer and customer involving PV polysilicon and polycrystalline silicon ingot.
Upon researching, no reported test method or standard has been created in this subject, which causes variations in product quality. Through summarizing the requirements from several solar-grade polycrystalline silicon manufacturers and combining technical requirements, we will develop a standardized test method to determine hydrogen content in PV polysilicon especially in the granular polycrystalline silicon produced by fluidized bed process via inert gas fusion infrared absorption method.

b. Estimate effect on industry.
2: Major effect on an industry sector - identify the relevant sector
Sector or Company Information: PV polysilicon suppliers,Polysilicon manufacturers, polycrystalline silicon ingot suppliers, polycrystalline silicon ingot manufacturers, PV cell manufacturers

c. Estimate technical difficulty of the activity.
II: Some Difficulty - Disagreements on known requirements exist but developing consensus is possible

2. Scope:
a: Describe the technical areas to be covered or addressed by this Document development activity. For Subordinate Standards, list common concepts or criteria that the Subordinate Standard inherits from the Primary Standard, as well as differences from the Primary Standard:
The test method to determine hydrogen in PV polysilicon, involving all types of PV polysilicon, e.g. granular polycrystalline silicon produced by fluidized bed process or PV polysilicon wafers and slugs etc. Based on the same matrix and instruments, the test method may also be used for determining hydrogen in other silicon materials covering PV monosilicon, semiconductor monosilicon and semiconductor polysilicon, silicon raw materials including metal silicon and silicon powder, etc.

b: Expected result of activity

The resulting document is expected:
NOT to be a Safety Guideline

NOTE FOR "to be a Safety Guideline": When all safety-related information is removed from the Document, the Document is NOT technically sound and complete - Refer to Section 15.1 of the Regulations for special procedures to be followed.

NOTE FOR "NOT to be a Safety Guideline": When all safety-related information is removed from the Document, the Document is still technically sound and complete.
