1. Rationale:
a. Describe the need or problem addressed by this activity.

According to public statistics, the global PV installing in 2021 exceed 160GW, bringing the market to exceed 300 billion yuan per year.
Silicon is widely used in photovoltaic industries. In 2020, the demand for polysilicon in photovoltaic industries has exceeded 450,000 tons and are still increasing. Silicon-based PV industry produces a large number of polysilicon or related by-products, a considerable part of which can be recycled after the corresponding treatment, so it is also called reusable silicon material (hereinafter referred to as reusable silicon material).
According to the public data, the actual capacity of silicon wafers in Mainland China has exceeded 300GW by the end of 2021, and the nominal capacity of polysilicon will exceed 700,000 tons by the end of 2022. The reusable silicon material in photovoltaic industry is produced in crystal growing and slicing. Since the current PV technology is mostly Cz method, considering the yield, cutting loss from round brick to squared brick, crushing loss, kerf loss, etc., the reusable silicon material produced by silicon wafer manufacturer by the end of 2022 will be more than 250,000 tons.
Therefor it is necessary to establish a reasonable standards to regulate the use of reusable silicon materials. By using these kinds of silicon material, not only the material cost and the comprehensive cost of industrial chain can be reduced, but also the utilization rate of resources and energy can be improved.
