1. Rationale:

PFOA content in articles will be restricted under EU reach to < 25 ppb for Semiconductor Manufacturing Equipment as of July 4, 2022.

In order to demonstrate due diligence for compliance, semiconductor equipment manufacturers need to exert control over their supply chains to restrict fluoropolymers and fluorelastomers from being made using PFOA, which would result in residues of >25 ppb in final manufactured fluoromaterial articles. A SEMI EHS Specification restricting the manufacture of articles used for incorporation into semiconductor equipment that use fluoromaterials that were initially manufactured using PFOA in the process would provide a consistent reference to be used in purchase order terms and conditions to aid in the prevention of PFOA contaminated fluormaterial articles being used in the semiconductor supply chain.
