1. Rationale:
a. Describe the need or problem addressed by this activity.
(Indicate the customer, what benefits they will receive, and if possible, quantify the impact on the return on investment [ROI] if the Document is implemented.)
The introductory sections of SEMI E30 are currently not arranged in the same order as most published SEMI Standards and Safety Guidelines (e.g., § 1, Purpose; § 2, Scope). Rearranging these sections for consistency with other published SEMI Standards would not alter the technical content, but it would affect the numbering of most section headings.

E30 is referenced by other Standards, not only those from I&CC, but from other committees as well (e.g., PV). Some of these references actually call out specific sections of E30. In order to give proper notification as well as to provide a formal means of obtaining industry feedback, a ballot to reorganize the introductory sections of SEMI E30 will be issued.

The ballot will also propose a title change by adding the appropriate sub-type (i.e., Specification) per the SEMI Standards Procedure Guide (Appendix A2-1).

2. Scope:
a: Describe the technical areas to be covered or addressed by this Document development activity. For Subordinate Standards, list common concepts or criteria that the Subordinate Standard inherits from the Primary Standard, as well as differences from the Primary Standard:
Section 1 of SEMI E30 will be rearranged in the same order as most published SEMI Standards and Safety Guidelines (e.g., § 1, Purpose; § 2, Scope; § 3, Referenced Standards and Documents). This reorganization will affect the numbering of the subsequent sections of the document.

Current ¶ 1.1, “Revision History — This is the first release of the GEM standard.” will be deleted since this statement is no longer accurate.

Finally, add the Specification sub-type to the title of SEMI E30 by adding the appropriate subtype:
Specification for the Generic Model for Communications and Control of Manufacturing Equipment (GEM)
