In cycle 5 of 2019, SEMI issued ballot 6532 to reapprove SEMI E148. During the voting provides, it was discovered that E148 has outdated references and technology. Specifically, E148 references NTP version 3 and documents IEEE 1588/IEC 61588. In 2008, IEEE released NTP version 4. Documents IEEE 1588/IEC 61588 were updated, but E148 references the most recent version and is therefore an invalid reference. This creates a conflict where E148 cannot be reapproved until the NTP version and referenced documents are sorted out.

Update E148 to require the use of NTP 4 which is over 10 years old technology yet remains the current version. Also verify and update all references including trademarks and conformance to the SEMI style guide.
Defects and editorial mistakes found in E148 during this work are also expected to be corrected in the ballot.
