1. Rationale:
a. Describe the need or problem addressed by this activity.
(Indicate the customer, what benefits they will receive, and if possible, quantify the impact on the return on investment [ROI] if the Document is implemented.)
Problems:
1) There are third party evaluators that claim that if a device is listed for fire detection, it is subject to the requirements in §14, regardless of whether it is “determined appropriate for fire protection by the fire risk assessment” (the screening criterion in ¶14.5.1).
2) The current criteria in §14.5 call for fire protection systems to remain functional when power is removed. In some SME, removing power from the SME reduces the fire risk so that there’s no longer a risk-based need for the fire protection system. The current text, however, does not provide an EXCEPTION to those criteria when power is removed in such SME.
The TF plans to develop changes to §14.5 to address these problems.
