1. Charter: (State the objective of the proposed TF.)
To propose revisions, as needed, to S23 to adopt it to energy conservation, energy efficiency and energy management concepts for semiconductor and related (e.g., Flat Panel, MEMS, LED) manufacturing equipment.

*Adopt existing core S23 concepts to equipment sub-systems and sub-components4
*Describe characteristics and management of energy use states (e.g., sleep modes)
Provide metrics and concepts for expressing energy efficiency and energy conservation

This Global Task Force is proposed to be composed from the existing Japan EHS Committee Task Force and its significant group of participating North American EHS Committee members.

5. Comments
For the past several years the existing Japan TF has been working well with a Japan “side” and North American "side”.
Interest in energy efficiency topics and S23 is rising in other regions (e.g. Taiwan), and robust coordination is needed between the S23 TF and the ESEC (Energy Saving Equipment Communication) Task Force, therefore it is proposed to convert the existing Japan EHS TC TF into a Global Task Force.
The GTF idea was presented to NA EHS TC at SEMICON West meetings. See page 51 of the draft TC Minutes (Jul 10, 2014). At that time there was no concern for the action expressed in the NA TC. It is anticpated that the proposed GTF will be accepted.
