1. Rationale:
a. Describe the need or problem addressed by this activity.
(Indicate the customer, what benefits they will receive, and if possible, quantify the impact on the return on investment [ROI] if the Document is implemented.)
This standard aims to formulate the method that measures the peeling force between electrode and ribbon/back sheet, include: 1) ribbon and front electrode paste 2) ribbon and back electrode paste and 3) back sheet and back surface layer paste.
Peeling force test is a universal method to evaluate the reliability of paste, ribbon, back sheet, EVA etc. for PV industry. However, there is no united standard for this test that has reached an agreement by different companies. Hence, the results of tests will not be able to provide a lateral comparison, which leads to a confusion regarding the reliability of the test. In order to make the experimental results capable of lateral comparison, this standard offers a principle for conducting the peeling force test with sample preparation, test procedure, and setting of test conditions, as well as data analysis. Furthermore, the test provides a basis for the reliability evaluation of raw material.

b. Estimate effect on industry.
2: Major effect on an industry sector - identify the relevant sector
Sector or Company Information: crystalline silicon PV industry

c. Estimate technical difficulty of the activity.
II: Some Difficulty - Disagreements on known requirements exist but developing consensus is possible

2. Scope:
a: Describe the technical areas to be covered or addressed by this Document development activity. For Subordinate Standards, list common concepts or criteria that the Subordinate Standard inherits from the Primary Standard, as well as differences from the Primary Standard:
2.1 This standard applies to the testing of peeling force between 1) ribbon and front electrode paste 2) ribbon and back electrode paste and 3) back sheet and back surface layer paste.
2.2 This standard specifies the peeling force test with terms and definitions, test procedure, sample preparation, test conditions, data processing, etc.
2.3 This standard applies to the evaluation of the reliability of raw material for PV industry, like paste, ribbon, back sheet, EVA etc.

b: Expected result of activity
New Standard or Safety Guideline (including replacement of an existing Standard or Safety Guideline)

5. Safety Considerations:
The resulting document is expected:
NOT to be a Safety Guideline

NOTE FOR "to be a Safety Guideline": When all safety-related information is removed from the Document, the Document is NOT technically sound and complete - Refer to Section 15.1 of the Regulations for special procedures to be followed.

NOTE FOR "NOT to be a Safety Guideline": When all safety-related information is removed from the Document, the Document is still technically sound and complete.
