1. Rationale:
a. Describe the need or problem addressed by this activity.
(Indicate the customer, what benefits they will receive, and if possible, quantify the impact on the return on investment [ROI] if the Document is implemented.)
Only plywood and wood are recommended for crating/packaging material in E137-0705.
Use of plywood and wood is getting controversial from the points of:
- Deforestation,
- Heavy weight of packaging requiring additional energy to handle,
- Hazardous chemicals that are needed to treat wood,
- Substance of concern in plywood adhesives, and
- Increasing laws and regulations for protection of wood.

In addition, packaging practices for overseas equipment shipping need to be updated to be compatible with the modal shift from air to ship transport.

Adding option to use non-wood material, such as Strong Triple Wall (STW) and metal, as crating/packaging material can allow more environmental friendly solution for the crating/packaging of semiconductor manufacturing equipment for shipping.

2. Scope:

Revision of E137 will include:
- To revise Scope to expand range of packaging and shipping practices covered by Standard,
- To add non-wood material option, such as STW and metal, to crating/packaging material used for crating procedures,
- To add reusable packaging material and practice for using such material,
- To add and update Terminology, and
- Necessary editorial changes to align with newest version of the Regulations, Procedure Manual, and Style Manual.

This Standard was up for 5 years review in 2023 but no action was planned by the originating TC Chapter.
Upon receiving JA intent of revising the Standard Document to include sustainable options, NA TC Chapter understood the necessity of revision and the chairs agreed transferring revision activities to Japan.
