1. Rationale:
a. Describe the need or problem addressed by this activity.
(Indicate the customer, what benefits they will receive, and if possible, quantify the impact on the return on investment [ROI] if the Document is implemented.)
Paragraph 15.1.2 calls for energetic materials enclosures to have “self-latching, self-closing doors”. That paragraph includes an EXCEPTION for enclosures with
· not more than 2 L of energetic material,
· energetic material delivery from the enclosure at subatmospheric pressure, and
· (if the container is refilled in the enclosure) an interlock to prevent refill flow and reduce the pressure in the delivery line to the container to no more than ambient pressure, if a fire, leak, or open door is detected.
At least one SME manufacturer has found it difficult to comply with one of the provisions of ¶15,1.3 (door hold-open mechanisms), releasing the enclosure door hold mechanism if there is a 30 second period in which there is no person at the enclosure.
There is also some concern that it would be better to have a default approach that mitigated the risk of release rather than that responded protectively to a release.
That SME manufacturer has proposed adding an EXCEPTION to 15.1.2 and plans to propose other modifications to §15.
This SNARF authorizes the TF to develop a ballot proposing a Line Item Revision of SEMI S30 to address this concern.
